3DS2 Enrolment Check for 3DS1 Compatibility

ActiveAccess implements a 3DS2 enrolment check API to enable backwards compatibility with your 3DS1 systems. ActiveAccess caches the BIN ranges of cards enrolled in 3D Secure 2. Before each authentication, the API call determines whether the given card supports 3D Secure 2 — if not, you may fall back to an existing 3D Secure 1 MPI implementation. This ensures compatibility with any 3D Secure 1 MPI on the market, and is crucial for issuers to adhere to regional mandates while providing liability shift coverage during the transition period.

What does an Access Control Server (ACS) do?
An Access Control Server is the issuer-side component of the 3D Secure protocol. When a cardholder initiates an online payment, the ACS receives the authentication request from the 3DS Server (on the acquirer side), evaluates the transaction risk using the issuer's own rules and data, and decides whether to approve the transaction frictionlessly or request a challenge — such as a one-time passcode or biometric confirmation from the cardholder.
How does step-up authentication work?
Step-up authentication is triggered when the ACS determines that frictionless approval carries too much risk. The cardholder is presented with a challenge — typically an OTP sent by SMS, a push notification to their banking app, or a biometric prompt. On successful challenge completion, the transaction is authenticated and the liability shift applies. If the challenge fails or is abandoned, the transaction is declined.
Does 3DS 2.x support biometric authentication?
Yes. EMV 3DS 2.x includes a decoupled authentication mode and supports biometric challenges through the cardholder's banking app. This allows issuers to offer fingerprint or face recognition as the challenge method rather than OTP, improving both security and user experience. Biometric challenge support requires an EMV 3DS 2.x compliant ACS and SDK implementation.
What happens if a cardholder fails 3DS authentication?
If a cardholder fails or abandons a 3DS challenge, the authentication is marked as failed and the transaction is typically declined by the issuer. The acquirer's 3DS Server receives a failed authentication result and the merchant's payment flow is notified. Some issuers configure soft decline handling — allowing the transaction to proceed without authentication in limited circumstances — but this sacrifices liability shift.
What is the issuer's liability under 3DS?
When a transaction is successfully authenticated through an issuer's ACS — either frictionlessly or via a completed challenge — the issuer accepts liability for any subsequent fraud chargeback. The merchant and acquirer are protected. Conversely, if the issuer declines to participate in 3DS or the authentication fails, the liability position may revert to the standard card scheme rules without the benefit of liability shift.
