Unlike formal wire transfers, hawala does not require the physical movement of cash or the exchange of electronic funds between bank accounts. Instead, the system operates on trust, honour, and a network of bilateral obligations between brokers.<\/p>\n<p>The basic mechanism works as follows. A customer approaches a hawala broker in one city and provides cash for transfer to a recipient in another city, typically in a different country. The originating broker contacts a corresponding broker in the destination city, providing a password or other identifying information. The recipient retrieves the funds from the destination broker after presenting the correct password. The two brokers settle their internal accounts at a later date, often through goods, services, or future transfers rather than cash settlement.<\/p>\n<p>The system is fast, inexpensive, and accessible to customers who may lack access to formal banking services. It operates largely outside the formal financial regulatory perimeter in many jurisdictions, which is precisely why it presents both legitimate utility and money laundering risk.<\/p>\n<p>Dubai has historically served as a prominent hub for hawala networks, connecting remittance corridors across South Asia, East Africa, and the Middle East. The India-UAE corridor, the Pakistan-UAE corridor, and the Bangladesh-UAE corridor are among the most active.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_UAE_Regulatory_Framework_for_Hawala\"><\/span>The UAE Regulatory Framework for Hawala<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The UAE brought hawala operators within the regulatory framework through Federal Decree-Law No. 10 of 2025 concerning anti-money laundering and combating the financing of terrorism, which replaced Federal Decree-Law No. 20 of 2018 as the primary AML\/CFT law. This Decree-Law established that hawala service providers are classified as designated non-financial businesses and professions (DNFBPs) and are subject to AML\/CFT obligations including registration, customer due diligence, record-keeping, and suspicious transaction reporting.<\/p>\n<p>Under this framework, hawala operators in the UAE must register with the relevant supervisory authority.
