August 2026 · GCC

Qatar has developed a comprehensive AML/CFT legal and regulatory framework anchored by Law No.

The Legislative Framework

The foundation of Qatar’s AML/CFT regime rests on Law No. 28 of 2002 on Anti-Money Laundering and Combating the Financing of Terrorism, as subsequently amended. This primary legislation establishes the criminalisation of money laundering and terrorist financing, creates the architecture for financial intelligence gathering and reporting, and sets out penalties applicable to both legal entities and individuals.

The Terrorist Financing Prevention Law provides complementary legislation addressing the specific risks associated with terrorist financing. Together, these laws establish the legal framework within which the QCB and other supervisory authorities operate.

Qatar participates in the FATF-style regional body MENAFATF and has undergone mutual evaluation against FATF standards. The FATF mutual evaluation report provides context on Qatar’s compliance with international standards, though FATF Recommendations themselves are not domestic law and should be understood as the international benchmark against which national frameworks are assessed.

QCB AML/CFT Regulations

The Qatar Central Bank issues detailed AML/CFT regulations applicable to all financial institutions under its supervisory scope. These include banks operating in Qatar, exchange houses, investment companies, insurance companies and other financial service providers authorised by the QCB.

The QCB regulations translate legislative obligations into practical compliance requirements. Key areas covered include customer due diligence procedures, record-keeping obligations, suspicious transaction reporting to the Qatar Financial Information Unit, internal controls and audit requirements, training obligations and correspondent banking controls.

Financial institutions subject to QCB supervision must implement AML/CFT programmes that are appropriate to the nature, scale and complexity of their activities. The QCB takes a risk-based approach to supervision, allocating resources according to the risk profile of supervised entities.

Customer Due Diligence Requirements

QCB regulations establish a comprehensive CDD framework requiring financial institutions to identify and verify customers at account opening and on an ongoing basis throughout the business relationship. The framework distinguishes between standard CDD for most customers and enhanced due diligence for higher-risk situations.

Standard CDD requires collection of full identification information, including name, date of birth, nationality, address and for legal entities, evidence of incorporation, ownership structure and identification of beneficial owners. Beneficial owners are typically defined as individuals who own or control a prescribed percentage of a legal entity or who exercise significant influence over its management.

Enhanced due diligence applies to relationships involving politically exposed persons, complex ownership structures, non-resident customers and any other situation assessed as presenting elevated risk. For PEP relationships, QCB regulations require senior management approval, documented source of wealth and source of funds analysis, and enhanced ongoing monitoring.

The obligation to conduct ongoing CDD extends throughout the customer relationship. Financial institutions must periodically review customer risk ratings, update customer information when circumstances change and monitor transactions against established risk profiles.

Qatar Financial Information Unit

The Qatar Financial Information Unit serves as Qatar’s financial intelligence unit, receiving suspicious transaction reports and analysing financial intelligence to support law enforcement. QCB regulations require financial institutions to file STRs with the QFIU when they know, suspect or have reasonable grounds to suspect that a transaction involves proceeds of crime or is linked to terrorist financing.

The reporting obligation applies regardless of transaction amount. Financial institutions must establish clear procedures for identifying potentially suspicious activity, escalating concerns through appropriate governance channels and filing reports with the QFIU.

The QFIU plays a central role in Qatar’s AML/CFT framework, analysing and disseminating intelligence to relevant law enforcement and supervisory authorities. Compliance with reporting obligations supports the broader national effort to combat financial crime.

Wire Transfer Regulations

QCB regulations incorporate requirements for wire transfers consistent with FATF Recommendation 16 on the travel rule. Financial institutions must include originator and beneficiary information in wire transfer messages, enabling receiving institutions to identify the parties to a transfer.

For transfers below prescribed thresholds, simplified information requirements may apply, but the core obligation to include originator details remains. Financial institutions must have systems capable of capturing, transmitting and receiving required wire transfer information.

DNFBP Obligations

Designated Non-Financial Businesses and Professions in Qatar are subject to AML/CFT obligations under the applicable legal framework. Relevant DNFBP categories include real estate agents, dealers in precious metals and stones, lawyers, accountants and trust and company service providers.

DNFBPs must implement customer identification procedures, maintain records of transactions and report suspicious activities to the QFIU. The scope and intensity of obligations vary depending on the specific DNFBP category and the nature of activities conducted.

For financial institutions, DNFBPs may be customers or counterparties, and DNFBP status is a relevant factor in overall relationship risk assessment.

FATF Mutual Evaluation Context

Qatar underwent FATF mutual evaluation, and the resulting report provides insight into the state of Qatar’s AML/CFT framework against international standards. The evaluation assessed both technical compliance with FATF Recommendations and the effectiveness of Qatar’s framework in practice.

Some FATF Recommendations were rated partially compliant or largely compliant in Qatar’s mutual evaluation, indicating areas where the FATF identified deficiencies in technical compliance or where the effectiveness of Qatar’s framework required improvement. These findings are relevant for understanding the direction of regulatory development in Qatar.

Firms operating in Qatar should monitor regulatory developments arising from mutual evaluation findings and FATF follow-up processes. The QCB and other authorities may issue new or updated requirements in response to identified deficiencies.

Sanctions and Targeted Financial Sanctions

Qatar implements United Nations Security Council targeted financial sanctions through its domestic legal framework. Financial institutions must screen customers and counterparties against UN sanctions lists and any additional lists specified by QCB.

The obligation to implement targeted financial sanctions requires integration with operational systems, including transaction processing. Financial institutions must establish procedures for identifying potential sanctions matches, escalating for investigation and blocking transactions that would constitute a sanctions violation.

Supervisory Approach and Enforcement

The QCB supervises AML/CFT compliance by financial institutions through a combination of off-site monitoring and on-site examinations. The supervisory approach is risk-based, focusing resources on areas and entities presenting elevated risk.

Enforcement actions for AML/CFT failures have included financial penalties, requirements for remediation, restrictions on activities and personal accountability measures against compliance officers. The QCB has indicated continued focus on financial crime compliance as a supervisory priority.

Practical Considerations for Compliance Teams

Financial institutions operating in Qatar face a regulatory environment shaped by primary legislation, QCB regulations and international obligations including FATF standards and UN sanctions. Building an effective compliance programme requires understanding how these layers interact and implementing controls that address QCB-specific requirements.

Technology solutions for screening, monitoring and reporting are essential components of an effective AML/CFT programme. Compliance teams should ensure that systems are configured to address QCB requirements, including QFIU reporting obligations and wire transfer information requirements.

For enterprise risk leaders, Qatar’s FATF mutual evaluation findings provide insight into supervisory expectations and areas where the framework may evolve. Monitoring regulatory developments and engaging proactively with supervisory authorities supports long-term compliance effectiveness.

Qatar AML Regulations: QCB Requirements and FATF Evaluation

A guide to Qatar’s AML/CFT framework under the QCB.
